Abstract

According to the Brazilian Institute of Geography and Statistics data (2000), more than five million people have reported hearing impairment (HI). In Brazil, a Hearing Health Attention Policy (Política de Atenção à Saúde Auditiva -PNASA) was established, in 2004, with the purpose of assuring diagnosis, of improving the access to prostheses, and rehabilitation. This study aimed to evaluate the knowledge by the population of this policy, checking the perception of the need of assistance due to the HI reported between 2003 and 2008 (before and after the introduction of the PNASA). The data are from household surveys carried on in the city of São Paulo in 2003 and 2008, involving 3,357 and 3,271 people, respectively. The estimates of the prevalence of HI reported in the two years were: 4.9% (95%CI: 3.7-6.4) and 3.1% (95%CI: 1.6-6.0), being higher in the male sex and increasing with age. The percentage of people with HI who reported the need of assistance due to their impairment was of 38.4% (95%CI:
28.2-49.9) in 2003, and of 22.3% (95%CI: 13.1-35.3) in 2008, not being identified relevant statistic difference among those percentages. Most of the people involved in the study, therefore, stated that, in both periods of time, no assistance was required in consequence of their disability. Those findings suggest the need of evaluation of the effectiveness of the current policies, since regulation and control of the proposed actions are essential to grant equity and universality of access to health services.
