Abstract

This article approaches the process of appropriation and incorporation of the collective health knowledge in local policies and practices of the Brazilian Public Health System (Sistema Único de Saúde – SUS), linking its relations to the strategy of strengthening the primary health care (APS) and with a new health care model based on innovations brought by the Federal Constitution of 1988 and the ideas and discussions born during the 1970 e 1980 decades. Moreover, it situates the strategy of the Family Health Program as an element that results from the adherence and
application of this knowledge in the local level and points out the challenges to its implementation, especially in a situation of health and of epidemiologic transition that do not find answers based on the current assistance model.
