Abstract
The Municipal Health Plan (MHP) is the central planning instrument to be developed based on a situational analysis that reetcs the health needs of the population and presents de intentions and results to be sought in the period of four years. However, most of the time the employed methodology is solily bureaucratic and normative, excluding any formo f popular participation. In the municipality of Catanduva, until 2016, this reality was replicated, this contributing to the depletion of local health corencils and low appropriation of health issues by the population. Based on the conversation methodology used to talk with the population, it was possible to revive the popular participation in the manegement of SUS and ensure this right through changes in the municipal legislation.
