Abstract
The Participative Journey of the Brazilian Unified Health System (SUS) of Santo André municipality is an intersectional project created in 2015 that brought together many initiatives to improve the planning and performance of the 56 Local Health Councils (CLS) elections. This project conducted a minutely evaluation of the 2013 elections, identifying the difficulties and failures of the process. This review process involved an assessment of the political situation of the country, which has generated a progressive disinterest and distrust of the population in institutions and political parties, which contributed to the emptying of the Local councils. The Participative Management process of Santo André is a method of government that requires constant evaluation and daring to listen and to dialogue with the various sectors in the monitoring and management transparency process of planning. The municipal government of Santo André supports social control as a main conductive axis of management, and in this context, the Local Councils are considered one of the leading organizations in defense of the Unified Health System in the city
