Abstract
It is a innovate study carried out by Basic Attention Department in Santos municipality, which proposed a detailed analysis of the human resources board, aiming redirect professionals, aggregating to Health Ministry concepts and guidelines of the Brazilian Health Unique System, as well as accessibility, territory vulnerability, attached population and service usage index. Calculation was carried out to all professional categories, resulting in a set of spreadsheets that point the deficit and the superavit for unit and for the entire municipality. From a qualitative point of view, the study provided yet the discussion about the work processes and the ways of care production, influencing, therefore, the quality of the assistance given to the user.
