Abstract

I only intend to discuss very objective aspects, related to the great debates that are taking place today internationally.
I do not intend to address the theoretical questions of a philosophical nature, which involve the guidelines that govern the
ethical principles that inform the performance of the National Ethics Commission in Research (CONEP) and Research Ethics Committees (CEPs). I organized this speech much more concerned with the political sense, present in the questions that pose “on the razor's
edge” ethical and humanitarian principles in research, for the benefit of the interests of the market of health supplies and medicines.
I have participated international meetings in the context of development of HIV/AIDS vaccines, a sensitive terrain that involves
the investment of millions, hundreds of millions, maybe billions of dollars. contrary to what happens in milder meetings, we are
systematically confronted with the “first steamroller team” of central countries, notably the United States - the FDA (Food and Drug Administration), the CDC (Centers for Disease Control and Prevention from the Department of Health and Human Services),
WRAIR (Walter Reed Army Institute of Research) and all the paraphernalia that conveys the interests of the great centers -
which ends up being reflected in the our discussions.
