Abstract

The OQVSA project is born out of a partnership with the Instituto de Health with the Municipality of Santo André (PMSA), funded by the Fundação de Amparo à Pesquisa do State of São Paulo (FAPESP), in the line of research Public policy. It
comprises three phases, a first related to the construction of the partnership, the second focused the elaboration of
technical proposals and, the third, destined to implementation of the proposal itself.
