Abstract

It is increasingly necessary to analyze depth the strategies of a policy related with research and technological development in health. In Brazil, a National Conference, promoted by the Ministry of Science and Technology in 2001 (MCT, 2001), appropriated
a new discourse: no more only “science and technology” (S&T), also “innovation” (CT&I), already in the name of the Conference.
within the scope international, the discourse of the importance of health, and of health research, for the peoples' development.
There is a need imperative to participate more intensely in the debate in the international scenario, questioning the paternalism explicit in the circulating proposals and building in clearly a more scientific and technological system mature. With concrete
results in the sense of the search of an insertion in the modern world, ruled by the not only of “knowing”, but also of “knowing
how to do”.
