Abstract

The NISIS team, as authors and actors, decided to dedicate to this BIS a reflection on themes and issues that involve both our lines of work and our production, in these twelve years of SUS implementation. In the first stage of structuring the Nucleus, when we were still recognized by Local Health Systems (SILOS), we carried out an investigation (1990-1992) on decentralization in the municipalities of São Paulo according to the guidance of the then Unified and Decentralized Health System (SUDS) .
