Abstract

It seems like a long time ago, and on the other hand, Looks like it was yesterday. Shedding a little light on memory, return to the year 1986, when I lived in Cerquilho (in the interior of São Paulo) and participated in
the process of building the local health system since its conception. With the support of the Regional Office of Health (ERSA)I of Tatuí, the transformation of a small municipality, which had the center health system as the
only public facility in the area, managed by the state government, and Santa Casa. The Regional Health Offices
were units regional management department of the State Secretariat of Health of São Paulo (SES-SP) who played
the role of articulation of health policy in the quest to organize assistance in the region. It was through the
Regional Commission Interinstitutional Health Organization (CRIS) that exercised conducting the planning and
coordination process of the entire regional health sector, in dialogue with representatives from different levels.
In my opinion, it was at a time when, in most municipalities, the the first health diagnosis, the first conference of health, the installation of the first municipal council health plan, the first municipal health plan, and were health and epidemiological surveillance has been implemented.
