Abstract
The increase of the homeless population places us before a critical problem in relation to the political order built around the so-
-called "democratic consensus". In this essay, we propose to problematize the neoconservative consensus that has been formed
around democracy. Based on the thought of the philosopher Jacques Rancière, we affirm dissensus in relation to the political order
and equality as an indispensable component of a democratic political community. We begin by denouncing the spurious combination between democracy, the capitalist regime, and its production of inequalities and subjectivities that nurture a set of control devices. In the face of a political regime that reproduces inequalities, there is no lack of explosions of social dissatisfaction that translate into hatred and resentment against an enemy almost always fabricated by the economy of fear.
