Abstract
The administration of the Municipal Health Secretary of Embu Guaçu, when taking ofce in early 2017, dened the adoption of a democratic and participative management model as a priority, involving managers, workers and users in a shared process of building and strengthening the Unied Health System (SUS) at the municipal level: reafrming its principles and guidelines; valuing the different mechanisms of popular participation and social control in the management processes; listening to workers and the society by integrating them with the management of the system and the formulation of public health policies and promoting the social inclusion of specic populations, aiming at equity in the exercise of citizenship and the right to health care. This process, still under construction, has been pointing out advances in the implementation of policies that increase access with equity and integrality in care.
