Abstract
Guarulhos is the second largest city in population index at São Paulo state. Several indicators punctuate the city with discrepant social contrasts and producer of inequalities among its inhabitants. The Municipal Health Council is a collegiate organ, composed of people from different segments of society, with a permanent, deliberative and inspectorial, normative and autonomous character. In Guarulhos, the Council was created in December 1990. Through health councils, citizens can influence government decisions related to health, as well as the planning and execution of health policies, as well as the adequate utilization resources. In recent years, participatory management has been recognized as one of the priority areas in the Guarulhos Health Department. There was a greater approximation of management with social control through meetings of the Municipal Health Council and the Management Councils of the health units. The training and valuation of the counselors is very important, because, empowered, they can contribute with updated information about the disputes present in social control spaces. This article will discuss training qualification and the increase of the number of counselors participating in training courses.
