Abstract
According to Nahas (2003) , the great motivator of elaboration and use of indicators to evaluate the environment urban was the HDI, the Human Development Index, launched by the UNDP in 1990. The HDI aims to be a general,synthetic measure of human development. He starts from the assumption that in order to measure the progress of a population should not only consider the size economy, given by the Gross Domestic Product (GDP) per capita, but
also other social, cultural and policies that influence the quality of human life.
