Abstract
Chapter II, Section II, Article 196 of the Constitution 1988 establishes that: “Health is a right of all and duty of the State, guaranteedthrough policies social and economic that aim to reduce the risk and disease and other aggravations and access universal and egalitarian
actions and services for their promotion, protection and recovery”. In that regard, It can often be seen that the theme of equity is translated,
treated, cropped or simply confused with access to services – universality of coverage and comprehensiveness in in relation to attention levels.
still or for That's right, it seems to us quite pertinent and justifiable to try to understand health in a way, if they allow us, integral and
universal, that is, focusing on the multiplicity and multidimensionality of elements and aspects involved in the referred article – and not
privileging the final term of the prayer, referring to access to services –that of 'gateway' to research socially applied often ends up transforming it into a window or window.
